KOE: Store client capabilities

Z-Push needs to know which capabilities the client has before data is modified for the sync e.g. in ZP-907 (Secondary Contact Folder support).

Instead of checking for a version, KOE will send it's capabilities in Settings requests, which should be stored (together with the build & version information).

Before processing a certain feature these capabilities need to be checked.
